Reasons Why Star Tollway Fees were Adjusted
1. Certain government initiated projects funded by Star Infrastructure Development Corporation (SIDC):
a. The Balagtas Rotonda
b. The Malainin Pedestrian Overpass
c. The Pakalat Pedestrian Overpass
d. The Sto. Tomas Mainline Toll Plaza
2. Reasons for such government initiative above are:
a. Originally, the Government intended to build a flyover at Balagtas, which would have cost more than P60 Million plus a right of way expense of about P200 Million. The Balagtas Rotonda replaces the flyover and it is a much cheaper solution.
b. The Malainin and Pakalat pedestrian overpasses were not part of the original DPWH design but they were requested by the LGUs from the DPWH. The said projects were approved on the merit that these overpasses are necessary to provide a safe access for the residents to schools, markets and farms.
c. The Sto. Tomas Mainline Toll Plaza was not part of the original DPWH design but is necessary due to the change in the design of the link between the new Calamba-Sto. Tomas expressway of SLEX (TR3) and Star Tollway.
3. To recoup these expenses, the Toll Regulatory Board (TRB) granted SIDC a very minimal interim toll fee adjustment of around twelve centavos (P0.12) per kilometer. After six (6) years, the toll rates will revert to the original
